The National Data Administration released a document concerning logistics data elements

To implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council, leverage the multiplier effect of data elements, and empower economic and social development, we have drafted the "Data Element ×" Three-Year Action Plan (2024-2026) (Draft for Comments), which is now open to public comments. The draft involves important instructions on leveraging the role of data elements in areas such as trade and circulation, transportation, and intelligent manufacturing.

The draft involves important guiding principles on leveraging the role of data elements in commerce, transportation, and intelligent manufacturing.

  Data Element × Commerce

  Expand new consumption: Encourage various commercial operators and related service enterprises to leverage market environment data such as passenger flow data, consumer behavior, traffic conditions, and cultural characteristics to create a closed-loop consumption ecosystem that integrates data collection, analysis, decision-making, precise delivery, and dynamic feedback. Promote the development of live e-commerce, instant retail, and reverse customization (C2M), support various business district innovation application scenarios, and cultivate digital lifestyle consumption methods. Cultivate new business models: Support e-commerce platforms and traditional commercial enterprises to strengthen data integration, integrate data on order demand, logistics, production capacity, and supply chains, optimize the allocation of industrial chain resources, and create an industrial collaborative innovation ecosystem that quickly responds to the market. Create new brands: Support e-commerce platforms to leverage data on order quantity, order type, and population distribution to proactively connect with production enterprises and industrial clusters, strengthen production and sales connections, and precise delivery to help create distinctive brands. Promote internationalization: Encourage leading digital trade enterprises to integrate transaction, logistics, and payment data to support and enhance cross-border identity authentication and global supply chain financing capabilities.

  Data Element × Transportation

  Improve multimodal transport efficiency: Promote interoperability between passenger ticket systems of railways, highways, waterways, civil aviation, postal express delivery, and customs. Promote sharing and mutual recognition of freight and delivery data, waybill data, settlement data, insurance data, and freight tracking data. Smooth the connection between rail-road, sea-rail, and road-water transport, achieving "one-time entrustment" for freight, "one waybill to the end", "one-time collection" for settlement, "unified compensation" for insurance, and "full tracking" for goods, thereby promoting cost reduction and efficiency improvement in logistics. Explore the reuse value of data: Integrate data from key vehicles such as "two passengers and one dangerous goods" and online freight transport to build high-quality dynamic datasets covering vehicle operation behavior and accident statistics, providing data support for differentiated credit, insurance services, and used car consumption. Support leading enterprises in promoting the construction and reuse of high-quality transportation datasets, cultivate industry AI platforms and tools, and help enterprises improve transportation efficiency. Promote the innovative development of intelligent vehicles: Support the commercial pilot operation of autonomous vehicles in specific areas and time periods, break down data barriers between vehicle manufacturers, third-party platforms, and transportation enterprises, and promote the integrated application of multi-source data such as road infrastructure data, traffic flow data, and driving behavior data to improve the level of intelligent vehicle innovation services and proactive safety prevention.

  Data Element × Intelligent Manufacturing

  Innovate R&D models: Support industrial manufacturing enterprises to integrate design, simulation, and experimental verification data to cultivate data-driven product R&D new models and enhance enterprise innovation capabilities. Promote collaborative manufacturing: Support leading enterprises to connect design, planning, quality, and logistics data upstream and downstream of the supply chain to achieve agile and flexible collaborative manufacturing. Improve service capabilities: Support enterprises to integrate design, production, and operation data to improve predictive maintenance and value-added service capabilities, and achieve value chain extension. Strengthen regional linkage: Support the Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, and Beijing-Tianjin-Hebei regions to promote the flow of production capacity, procurement, inventory, and logistics data, strengthen regional manufacturing resource coordination, promote regional industrial complementary advantages, and improve the monitoring and early warning capabilities of industrial chains and supply chains. Develop enabling technologies: Promote the reuse of manufacturing data in multiple scenarios. Support manufacturing enterprises to cooperate with software enterprises to actively explore multi-dimensional innovative applications based on design, simulation, experiment, production, and operation data, and develop new industrial software and equipment in areas such as generative design, virtual-real fusion experiments, and intelligent unmanned equipment.
